Organized by the Intelligent Transportation Systems Association of Türkiye without considering profit, SUMMITS is aimed to be the most comprehensive and rich-content event of our country in the field of smart mobility and digitalization of transportation and to be the gateway to the world.
We create synergies and collaborations by bringing together industry organizations.
1While we aim to convey the experiences of experts and officials in the field of smart mobility and digitalization of transportation from the public, private sector, universities and NGOs to the participants, we do not forget about start-up companies.

4Minister of Transport and Infrastructure
Abdulkadir URALOĞLU was born in Trabzon in 1966.
He graduated from the Civil Engineering Department of Karadeniz Technical University in 1988 and started his career in the private sector as a Field Engineer in the same year.
In 1989, he began his career at the General Directorate of Highways as a Survey Team Engineer in the Erzurum 12th Regional Directorate of Highways. There he served respectively as Survey Team Engineer, Inspection Engineer, and Inspection Chief at the Ankara 4th Regional Directorate of Highways from 1990 to 1998. In 1998, he was appointed as the Construction Chief Engineer at the Erzurum Regional Directorate of Highways.
He became the Deputy Regional Director for the 10th Region in Trabzon in 2003 and he was appointed as the Regional Director for the 6th Region in Kayseri in 2005. He became the Regional Director for the 7th Region in Samsun in 2006.
He briefly served as the Regional Director for the 14th Region in Bursa in 2009 before returning to Samsun, where he held the position of Regional Director for a total of 6.5 years.
He was appointed as the Regional Director for the 2nd Region in Izmir in 2012. He was appointed as the General Director of Highways through a Presidential Decree on July 23, 2018.
URALOĞLU made significant contributions to the development and implementation of projects in the context of the Emergency Action Plan initiated in 2003. He played a key role in the development of divided highways, hot mix asphalt roads, and the implementation of Build-Operate-Transfer (BOT) highway projects.
He was also actively involved in providing transportation and disaster relief efforts during various natural disasters, including floods and earthquakes in locations like Ünye (2018), Araklı (2019), Rize-Artvin (2021), Ayancık (2021), Kastamonu (2021), Antalya-Muğla wildfires (2021), Elazığ (2020), Izmir (2020), and the February 6th earthquake.
In addition to his responsibilities in the General Directorate of Highways, URALOĞLU has held leadership positions in organizations like the Roads Turkish National Committee (YTMK), Highways Foundation (KAV), and TT Mobil Board of Directors.
Abdulkadir URALOĞLU is married and has three children.
Mayor of Gaziantep Metropolitan Municipality
She was born in Gaziantep in 1966. She completed her primary, secondary and high school education in Gaziantep and her higher education at Istanbul Technical University, Department of Chemistry and Metallurgy.
She started her career in Gaziantep Organised Industrial Zone, where she worked as a Business Engineer and Business Manager for 15 years.
In 2001, she became a founding member of the Justice and Development Party Gaziantep Province. In 2002 general parliamentary elections, she was elected as the first female deputy from Gaziantep. She served as Gaziantep deputy in the 22nd, 23rd and 24th terms in the parliament.
During her tenure at the Grand National Assembly of Turkey, she served as a member of the Industry, Trade and Energy Committee, the Turkish-EU Joint Parliamentary Committee and as the Chairman of the Investigation Committee on Violence against Women and Children.
She served as Vice President in charge of Organisation for one term and Vice President in charge of Political Affairs for another term in AK Party Headquarters Women's Branch Presidency. Between 2007-2011, she served as the President of AK Party Headquarters Women's Branch.
In the 61st government formed after the 2011 general parliamentary elections, she was appointed as the Founding Minister of the Ministry of Family and Social Policies. Thus, she became the first woman Minister of the Southeastern Anatolia Region.
In the 30 March 2014 local elections, she was elected as one of the first female metropolitan mayors in Türkiye and became the Mayor of Gaziantep Metropolitan Municipality. On 8 May 2018, she was elected as the President of the Union of Municipalities of Türkiye.
She served as the President of the Asian Mayors Forum for the period 2016-2019, Vice President of United Cities and Local Governments (UCLG) 2016 and President of United Cities and Local Governments Middle East and West Asia Chapter (UCLG MEWA).
The European Bank for Reconstruction and Development (EBRD) declared Gaziantep a "Green City" on 2 November 2021 with the initiatives of Gaziantep Metropolitan Mayor Fatma Şahin.
In 2021, she became the first mayor from Türkiye to be elected to the OECD Champion Mayors Initiative.
In 2023, she was appointed by the United Nations (UN) Secretary-General António Guterres as a member of the UN Advisory Group on Local and Regional Governments.
She served as the President of the Union of Municipalities of Türkiye between 2019-2023.
Şahin, who is married with two children, is currently serving as the Mayor of Gaziantep Metropolitan Municipality.
Chairman of the Turkish Grand National Assembly Public Works, Zoning, Transport and Tourism Commission | Member of Parliament, Trabzon
He graduated from Karadeniz Technical University, Faculty of Engineering, Department of Mechanical Engineering. He completed his master's degree in Bahçeşehir University Urban Systems and Transportation Management Programme.
In 1995, he started to work at the Directorate of Transport Coordination in Istanbul Metropolitan Municipality. He worked as an engineer and manager at IETT. He worked as Deputy Traffic Manager and Directorate of Transport Coordination, Head of Transport Department and Deputy Secretary General for Transport, Environment and Technology Investments at Istanbul Metropolitan Municipality. During these positions, he ensured that Istanbul Transport and Logistics Master Plan studies were carried out and implemented. Within the framework of these studies, roads, junctions and tunnels were planned for the development of Istanbul Highway infrastructure.
In 2019, he was appointed as Deputy Minister of Transport and Infrastructure. While serving as Deputy Minister of the Ministry of Transport and Infrastructure, he was appointed as the Minister of Transport and Infrastructure on 28 March 2020. During his tenure as the Minister of Transport and Infrastructure, he has accomplished several major projects in the fields of communication, transport and infrastructure in order to ensure Türkiye's national and international integration. By creating the 2053 Transport and Logistics Master Plan, he determined Türkiye's investments to be implemented until 2053.
Karaismailoğlu is married and has 2 children.
Deputy Chairman of the Presidential Local Government Policies Board
Prof. Dr. Şükrü Karatepe completed his primary and secondary education in Kayseri, where he was born. He graduated from Ankara Faculty of Law in 1973. He worked as a freelance lawyer and labour inspector for a while.
He studied languages in England. In 1978, he was appointed as a lecturer at Ege University, Faculty of Economics, Department of Public Administration. He became a Doctor of Political Science in 1983 and Associate Professor of Constitution in 1989.
He was elected Mayor of Kayseri Metropolitan Municipality in 1994. He published dozens of articles on Turkey's constitution, politics, urbanisation and governance problems.
Şükrü Karatepe, who became a Professor in 2011, served as Chief Advisor to the President. He is currently serving as the Deputy Chairman of the Presidential Local Government Policies Board.
Deputy Director General of Communications, Ministry of Transport and Infrastructure | President, ITS Türkiye
Esma Dilek was born in Denizli in 1981. She graduated from Yıldız Technical University Computer Engineering Department in 2003. After working as a Software Engineer in the private sector for approximately 1.5 years, she started to work as a Computer Engineer in the Traffic Directorate of Istanbul Metropolitan Municipality (IMM) in 2006.
As part of the local government-funded overseas study project initiated by Istanbul Metropolitan Municipality in 2008, she had an opportunity to have a master’s degree in USA. She completed her master's degree in Computer Science Department at Boston University in 2010, obtained the "Certificate in Academic Excellence" certificate, and continued her duty as a Software Development Specialist at IMM’s Traffic Directorate.
Until she was appointed as the Deputy Traffic Director in April 2015, she worked in many projects as an application developer of Intelligent Transportation Systems (ITS) for desktop, internet and mobile platforms at the Traffic Control Center, which serves under the IMM’s Traffic Directorate. During three years as the Deputy Traffic Director, she served as the technical and administrative officer of ITS components, and software used by IMM that are managed from the Traffic Control Center.
During the years she was employed at the Traffic Directorate of IMM, she worked as Project Manager in many international projects carried out by Transportation Department of IMM.
As the Project Manager of the VITAL and R4E (Roadmaps for Energy) Projects, for which IMM was entitled to receive grants within the scope of the 7th Framework and Horizon 2020 programs of the European Union, she contributed IMM to benefit from the European Union funds.
Ms. Dilek has many research papers about Intelligent Transportation Systems and the effects of mega projects on Istanbul’s transportation, which were presented and published in various international congresses.
Ms. Dilek, who served as IMM’s Director of Information Technology (IT) and the Director of Smart City between August 2018 - April 2020, has been working as the Deputy Director General of Communications at the Ministry of Transport and Infrastructure since April 2020. She is also volunteering as the President of ITS Türkiye since April 2021 and has a good command of English.
Dilek pursues her doctoral studies at Gazi University Department of Information Security Engineering.
Head of Green Development and Inclusive Growth Section, First Counsellor, Delegation of the European Union to Turkiye
Virve Vimpari was born in Finland on 17 July 1974. She holds Master’s Degree on International Relations from the University of Tampere, Finland. Ms Vimpari joined the European Commission in 2006. She has worked in DG EMPL and DG REGIO before joining the EUD Ankara in 2012 as Deputy Head of Section for Economic and Social Development. Ms Vimpari has also worked as Head of Section in EUD Skopje (2017-2020) and EU Programme Support Office in Cyprus (2020-2023) before joining again the EUD Ankara as Head of Section for Green Development and Inclusive Growth Section in August 2023. In addition to her mother tongue Finnish, Ms Vimpari is fluent in English, French, Swedish, Greek and Turkish, and has basic knowledge of German and Russian.
Head of Strategy Development Department, Ministry of Transport and Infrastructure
Mücahit Arman was born in Samsun in 1964. He graduated from the Department of Civil Engineering at Middle East Technical University in 1986 with a degree in Civil Engineering. In 1989, he completed his thesis on "Life Cycle Analysis of Flexible Pavements" at Graduate School of Natural and Applied Sciences of the same university and graduated as a Civil Engineer.
Starting his career as a Planning Engineer in the Planning Department of the General Directorate of Highways in 1987, Arman was appointed as the Planning Chief in 1998. In 1999, he attended the Transportation Engineering program at Rensselaer Polytechnic Institute in the United States for one year with a scholarship from the International Road Federation, where he conducted research on transportation network system modeling, transportation economics, decision support systems, and traffic engineering.
From 2000 to 2002, he served as the Deputy Director of the Planning Department, and from 2002 to 2011, he held the position of Director of the Strategic Planning Department.
Arman, who was appointed as the Head of the Strategy Development Department in 2011 and the Deputy General Manager of Highways in 2017, was appointed as the Head of Strategy Development of the Ministry of Transport and Infrastructure with the Presidential Decree No. 2023/382 published in the Official Gazette No. 32276 dated August 11, 2023.
Throughout his tenure at the General Directorate of Highways, Arman actively participated in various projects, including Geographically Based Project Management System, 3D Image-Based Highway Inventory Information System, planning and economic/financial analysis of highway projects, especially Build-Operate-Transfer (BOT) highway projects under the Public-Private Partnership model, and Intelligent Transportation Systems.
Mücahit Arman, who is married and has 1 child, speaks English.
Director General of Communications, Ministry of Transport and Infrastructure
Graduated from Middle East Technical University, Department of Electrical and Electronics Engineering in 1993. She received master degree in Information Technology Law at Hacettepe University Faculty of Law and had training on communication at Cable and Wireless College in England and the University of Colorado in the United States. In 2004, he completed the MBA Powerpack-Short-Term MBA for Executives Program at Global Resources, USA.
She started her career in 1993 at the General Directorate of PTT. Between 1994 and 2000, she worked as an engineer and chief engineer in the Cable Systems Group Chief Engineering at Türk Telekomünikasyon A.Ş. and took part in the management and technical committees of large-scale international submarine fiber optic projects.
In 2000, she took part in the establishment phase of the Information and Communication Technologies Authority-BTK (formerly the Telecommunication Authority) and the first regulatory studies in electronic communications sector on authorization, numbering, number portability, concession agreements. She participated in OECD Regulatory Reform Turkiye project and received certificate of appreciation from Prime Ministry for outstanding work carried out.
Her expert thesis is on numbering and number portability and she leaded number portability implementation in Türkiye. Regulation and implementation of mobile number portability in Türkiye is considered as best practice in Europe.
She participated numerous conferences and meetings as the head of the delegation and panelist. Chaired relevant works for harmonization EU Acquis in national accession program as EU Candidate Country. She leaded drafting various regulations in ICT sector and implementing rules and procedures.
Between 2010 and 2014, she served as a rapporteur in the Telecommunications Development Sector of the United Nations International Telecommunication Union (UN ITU) based in Geneva. In 2016, she was elected as the Vice Chairman of the ITU-T Working Group at the UN ITU World Telecommunication Standardization General Assembly held in Tunisia.
In 2015, she was appointed as the Head of BTK Consumer Right Department. In 2016, she served as the Vice President of the BTK responsible for all regional offices. On August 1, 2017, she was appointed as the Undersecretary of the Ministry of Family and Social Policies. She chaired the preparation and adoption of Turkey’s 4 year Strategy and Implementation Plan for Women Empowerment. (ICT Strategy for Women Empowerment) and pioneered the Empowerment of Girls in ICT and STEM.
Between August 2018 and November 2023, she continued to serve as the Vice President of the BTK. Since November 10, 2023, she has been working as Director General for Communications at the Ministry of Transport and Infrastructure.
She has good command of English and intermediate level of French.

Director General of Infrastructure Investments, Ministry of Transport and Infrastructure | Engineering Faculty Member, Istanbul Commerce University
Dr. Yalçın Eyigün graduated from İstanbul Technical University, Department of Civil Engineering in 1995. He completed his master's and doctorate degrees at the same university.
Dr. Eyigün, who worked at Istanbul Metropolitan Municipality’s Rail System Directorate between 1997 and 2012, worked as a Control Engineer, Deputy Manager and Manager in Charge of Rail System Project and Construction Works.
He was assigned as Deputy Director General at the Ministry of Transport, Maritime Affairs and Communications, General Directorate of Infrastructure Investments between 2012 and 2015.
During his tenure at Directorate General of Infrastructure Investments, he worked in various positions such as Urban Rail System and Mainline Railway Projects Survey and Construction Works Sector Contact Person, Eurasia Road Crossing Project Contact Person, and took part in Marmaray construction activities.
Dr. Eyigün also worked as a lecturer at Yalova University, Department of Transportation Engineering from 2018 to 2019.
In 2018-2019 academic year, he was assigned as Deputy Associate Professor at Istanbul Ticaret University, Department of Civil Engineering.
He was appointed as Advisor to the Minister at Ministry of Transport and Infrastructure on May 8, 2019, and General Director of Infrastructure Investments on September 19, 2019.
Head of Transportation, Maritime, and Communications Research Center, Ministry of Transport and Infrastructure
Selami YAZICI was born in 1978 in Gümüşhane.
He graduated from the Department of Electrical and Electronics Engineering at Selçuk University Faculty of Engineering and Architecture.
Between 2001 and 2004, he served as a Production Engineer and Machinery Equipment Maintenance Chief at Gümüşkale Food and Textile Industry Co. Ltd.
From 2005 to 2019, he held various positions at Istanbul Metropolitan Municipality ISBAK Inc., including Project Engineer, Project Manager, Traffic Measurement and Information Systems Chief, and Electronic Systems Directorate.
From 2019 to 2022, he served as the Head of Intelligent Transportation Systems Department at the Ministry of Transport and Infrastructure General Directorate of Communication.
During his tenure, he was involved in R&D, installation, and operation activities in projects such as Istanbul Transportation Master Plan, Electronic Monitoring Systems, Istanbul Traffic Control Center, Transportation Management Center, City Security Management Center, EDS Control Center Installation, Public Transport CCTV, driver monitoring systems, fleet management, installation of smart transportation systems, etc.
He also participated in the creation and implementation of the National Intelligent Transportation Systems Strategy and Action Plan from 2020 to 2023. Within this scope, he contributed to the realization of many projects in key areas such as National Intelligent Transportation Systems Architecture project, ITS Data Management Center, ABHS Systems, Renewable-Sustainable Intelligent Transportation, etc.
He currently serves as the Head of Transportation, Maritime, and Communications Research Center at the Ministry of Transport and Infrastructure, as appointed by the Presidential Decree published in the Official Gazette on February 4, 2022.
Selami Yazıcı is married and has two children.
Director General for Sectors and Public Investments at the Presidential Strategy and Budget Directorate
He was born in 1985 in Istanbul/Üsküdar. He is originally from Trabzon.
He completed his primary and secondary education in Istanbul.
After graduating from Istanbul Technical University, Department of Industrial Engineering (2008), he received his master's degree from Boğaziçi University, Department of Industrial Engineering (2011).
He started his professional career as an Assistant Planning Expert at the General Directorate of Economic Sectors and Coordination of the Prime Ministry State Planning Organisation in 2009 and was appointed as a Planning Expert (Ministry of Development) in 2014. He then completed his second master's degree in Economics at Duke University (USA) (2017-2019).
Since 2018, he served as Deputy Head of the Department of Transport and Logistics (October 2020-March 2021), Head of the Department of Energy and Mining (November 2021-April 2022), Deputy Director General of Sectors and Public Investments (April 2022-September 2023) at the Presidential Strategy and Budget Directorate.
On 19 September 2023, Faruk Cirit was appointed as Acting Director General of Sectors and Public Investments and on 23 February 2024 he was appointed as Director General of Sectors and Public Investments.
He has a good command of English.

Deputy Director General, Directorate General of Highways
Gökhan Macit was born in Ankara in 1977. After graduating from Middle East Technical University, Faculty of Engineering, Department of Civil Engineering in 1999, Macit completed his Master's degree in Business Administration at Hacettepe University, Institute of Social Sciences in 2001 and his Master's degree in Civil Engineering at Middle East Technical University, Institute of Science and Technology in 2002.
In 2000, Mr Macit started his career as an Assistant Inspector at the Inspection Board of the General Directorate of Highways and became an Inspector in 2004, and continued his duty after completing his military service in the same year.
Gökhan Macit was appointed as Internal Auditor in 2007 and held this position for 10 years. In 2017, he became the Head of Strategy Development Department and was appointed as the Deputy General Manager of Highways on 5 September 2023.
Macit, who is married and has 2 children, speaks English.
Secretary General, Union of Municipalities of Türkiye
Dr. Hayri Baraçlı was born in Istanbul. He completed his primary, secondary, and high school education in Istanbul. In 1989, he graduated as an Industrial Engineer from Yıldız Technical University. He completed his master's and doctoral studies at the same university's Graduate School of Natural and Applied Sciences.
In 1989, he started his academic career as a research assistant at Yıldız Technical University. He taught courses in Quality Management, Finance, Investment Planning and Engineering Economics, and Information Systems at Yıldız Technical University and the Air Force Academy. Since 1999, he has been serving as a faculty member in the Department of Industrial Engineering at the same university. Additionally, he has held positions such as Advisor to the Rector, Public Relations Coordinator, and Director of the Human Resources Development Center at Yıldız Technical University.
He has worked in various industries, including machinery manufacturing, metal goods, plastic injection, footwear, textile, retail trade, and the food industry, in both public and private sectors. He has served as a Board Member of Turkish Sugar Factories Inc., Project Coordinator at Istanbul Metropolitan Municipality, Management Consultant at the National Productivity Center, and Board Member of the Turkish Wrestling Federation.
Dr. Baraçlı, who is a member of various non-governmental organizations, has conducted studies in the fields of Strategic Management and Planning, Business Management, Restructuring, Reorganization and Human Resources Management, Feasibility and Studies of Investments, Lean Management, and Productivity Management in both public and private sectors. Additionally, he has worked on topics such as Smart City Applications, Resilient Cities, Transportation Management and Rail Systems, Waste Management, and Renewable Energy in Local Governments.
He became the General Manager of Istanbul Electric Tramway and Tunnel Establishments (İETT) in July 2009, and he became the Secretary-General of Istanbul Metropolitan Municipality in May 2014. He was appointed as a Member of the Presidency Local Administration Policies Board in October 2018. He was appointed as a General Secretary of the Union of Municipalities of Türkiye in May 2022.
Dr. of Astrophysics at METU and Science Communicator & Chief Scientific Officer at Plan-S & INFINIA (Ex-NASA Jet Propulsion Laboratory)
Dr. Yıldız, Chief Scientific Officer at Plan-S Satellite and INFINIA, is a former NASA researcher specializing in deep space communication and astrophysics. His groundbreaking work with the Herschel Space Telescope led to the discovery of water and oxygen molecules in star-forming regions. With expertise in molecular astrophysics and big data analysis, he now drives strategic initiatives for IoT-supporting satellite projects in Turkey, while also championing the establishment of science centers nationwide to inspire children's interest in science.
CEO, ERTICO - ITS Europe | Vice President, MaaS Alliance
Joost is a Belgian national with 30 years of experience in legal and regulatory policy affairs combined with a strong track in strategy and project management. He served as legal and policy director with incumbent operators in the telecommunications, postal, eCommerce/logistics and automotive sectors. He had leading policy-making roles in European associations such as PostEurop, FEDMA, and ACEA as well as at the United Nations level (UPU). Joost has also been a member of the cabinet of the Belgian Minister of Economy and director at Hill+Knowlton Strategies, an EU consultancy firm. He is also active in various expert groups of the European Commission and in advisory boards of EU funded projects.
Before joining ERTICO in January 2022 as CEO, he was the Smart Mobility Director of ACEA for over five years. Joost held positions as chair of the Strategy Committee of ERTICO-ITS Europe as well as a member of its Supervisory Board. He serves also as a member of the Board and Vice President of the Mobility as a Service (MaaS) Alliance.
As a frequent speaker at conferences and author of papers, he engages with stakeholders on European and international policy issues and research and innovation project management issues in mobility and digital agenda context.
Fluent in Dutch, French, English and German, Joost holds a Master’s Degree in Economic Business Law, a Master’s Degree in law and a Diploma in Teaching Law (Universities of Leuven, Poitiers and Louvain-la-Neuve). He gained additional education in the economic, business and management areas.
Senior Manager (Innovation & Deployment), ERTICO - ITS Europe
With a double nationality (Dutch and Serbian), Tamara holds a PhD in Transport Planning and Management at the Delft University of Technology and a Diploma engineer Degree in Road Transport and Traffic at the Faculty of Transport and Traffic Engineering from the University of Belgrade.
Before joining ERTICO in March 2022, Tamara worked as Head of Research projects at Aimsun, a Siemens business, leading a Research Projects team on many funded projects in Europe and UK, and further affiliated in the DACH region and Australia, dedicated to innovation in transport and mobility. She acted as well as a Short Term Consultant for the World Bank in the field of ITS and transport modelling. She has launched and co-founded the MLsquared start-up on the application of AI in transport and mobility since 2021.
Tamara is native in Serbian, fluent in English and proficient in Dutch and Spanish.
Senior Manager (Innovation & Deployment), ERTICO - ITS Europe
John holds a Bachelor Degree in Computer and Management Sciences from the University of Warwick in the United Kingdom. He joined ERTICO’s Innovation and Deployment team in September 2021, originally on a part-time secondment from the Public Transport Authority Transport for West Midlands. His expertise lies within 5G, Urban Mobility and MaaS.
John previously worked as part of the Innovation Team at Transport for West Midlands, where he led projects to provide 5G enabled sensors. He was also a Vice-Chair of ITS UK’s Mobility as a Service forum. Prior to working at Transport for West Midlands, he worked just over a year at Conigital, a start-up working on driverless vehicles, MaaS and associated services. Prior to that, he worked for over 15 years at the Engineering Consultancy AECOM on public transport ITS projects for local and national government, including six months working in South Africa. He’s a native English speaker.
Chairman, ITS Estonia | Board Member, GoSwift
Mr. Madis Sassiad has been involved to the vehicle time-slot pre-booking system organisation from 2008. He has participated in all GoSwift border queue operations and port arrival scheduling projects as responsible person in business development activities. Now living in Ankara, Madis is making his best to improve digitalisation in Türkiye transportation sector.
Madis is founder of ITS Estonia network and has been Chairman for many years. Madis has taking responsibility in real ITS (Intelligent Transport Systems) policy establishments since 2009.
As entrepreneur Madis has long history of recruiting and establishing successful teams to achieve the goals.

Dr Dimitris Potoglou is a Reader in Transport and Applied Choice Analysis and Director of the MSc Transport and Planning, a flagship specialist programme within the School of Geography and Planning at Cardiff University.
Dimitris specialises in the analysis of travel behaviour with his most recent work covering the behavioural and equity dimensions of 'decarbonization of transport through electrification', an area of increasing relevance in transport practice, policy, and academic research. He serves as an Associated Editor for Transportation Research Part D: Transport and Environment and an independent panel member advising the Welsh Government on the 'Review and Implementation of Local Authority Air Quality Measures in Wales'.
Strategic Policy Administrator, Active Transportation Division, Washington State Department of Transportation
Celeste Gilman is nationally recognized in the USA as a Complete Streets Changemaker by Smart Growth America. She is the Strategic Policy Administrator in the Washington State Department of Transportation's Active Transportation Division, where she leads implementation of the requirement to deliver Complete Streets for state transportation projects.
She also leads strategic efforts within the agency to work with partners across the state to utilize land use as a tool to manage transportation demand and give more people the opportunity to walk, bicycle, and take transit for their daily trips. Celeste has held a number of roles at the Washington State Department of Transportation, including Transportation and Land Use Policy Advisor and Deputy Director of the Regional Transit Coordination Division. As Deputy Director, she worked with Sound Transit, other transit agencies, and local cities, bringing planners and engineers together to expand high capacity transit and multimodal station access.
Celeste participated in the American Council's Professional Fellow's program, hosting the EGO Director of Projects for an intensive mentorship in bicycle transportation, then traveling to the City of Ankara in the fall of 2019 where she met with local and national elected leaders and officials, trained municipal staff, and spoke at universities and professional associations. Prior to joining WSDOT, Celeste led the University of Washington's award-winning transportation demand management programs, helping students, staff, and faculty choose to use non-drive alone modes for 80% of their trips to campus.
Celeste has been passionate about making communities safe and inviting for people walking and bicycling since she lived in the city of Delft in the Netherlands in the mid-1990s.

Liam Maxwell is the Director of the International Central Government team at Amazon Web Services. He leads the global AWS team that helps senior government leaders accelerate their modernization and reform programs.
Liam was a civil servant from 2012-18. As the UK Government’s first Chief Technology Officer he led the reforms that enabled the modernisation of government technology and digital services. He was subsequently National Technology Adviser, responsible for accelerating growth in the digital economy, inward investment and creating intergovernmental and international trade partnerships post-Brexit.
From 2007-11 Liam was elected twice as a Councillor and Cabinet Member for Policy at the Royal Borough of Windsor and Maidenhead and between 2004 and 2011 Liam was the Head of Computing at Eton College, Windsor. Prior to these roles Liam was an IT Director in FTSE100 and Fortune 500 business service companies.

Prof. Dr. Ahmet Turan Özdemir graduated from Industrial Vocational High School, Department of Electronics. He received his bachelor's, master's and doctorate degrees from Erciyes University, Department of Electronics Engineering in 2002, 2004 and 2010, respectively. Between 2007-2008, he worked at Massachusetts Institute of Technology (MIT) University Autonomous Undersea Vehicles (AUV) Laboratory. Between 2008 and 2009, he worked as a TÜBİTAK 1001 scholar at Boğaziçi University, Department of Physics. Between 2011-2012, he worked as a postdoctoral researcher at Bilkent University, Department of Electrical and Electronics Engineering.
He has served as a manager, executive, consultant, researcher, scholarship holder, mentor, panelist, referee and monitor in many TÜBİTAK programmes. Between 2012 and 2013, he was assigned to Defence Technologies Engineering Inc. to carry out studies. Between 2013-2014, he worked on the design of Automated Ultrasonic Non-Destructive Testing (NDT) devices at Turkish Aerospace Industries (TAI) facilities and supported the design and production of Turkey's first indigenous NDT systems. In 2013, it was deemed worthy of support from the Techno-Entrepreneurship Capital Support Programme of the Ministry of Industry and Technology as the first in Türkiye among approximately 1500 applications. The successful products that emerged within the scope of this support were also awarded by the Ministry of Industry and Technology and TAI. In 2023, he left Ultrasonar Defence and Aviation Technologies A.Ş., which he established in 2012, due to ASPİLSAN Energy duties.
In 2015, he was elected as a member of ASPİLSAN Energy Inc. Sector Working Group and took active roles in the first TÜBİTAK project graduated in the company, the first trademark registration, the first patent application and the first utility model registration. On 15 April 2019, he was elected as a member of the Board of Directors of ASPİLSAN Energy Inc. at the Ordinary General Assembly meeting held on 15 April 2019, and continued to serve as Vice Chairman and Chairman of the Board of Directors, respectively, and was appointed as General Manager on 13 September 2023.

Prof. Cem Avcı received his B.S. degree in Civil Engineering from Boğaziçi University in 1979, his M.S. degree from Princeton University in 1981, and his Ph.D. degree from Purdue University in 1985. Prof. Avcı has been working as a faculty member in the Department of Hydraulics in Civil Engineering at Boğaziçi University since 1989. His research interests include Sustainability in Infrastructure Projects, Environmental and Social Impact Assessments, Research and Improvement of Soil and Groundwater Quality, and Waste Management studies.
Prof. Avcı provides environmental, occupational health and safety, and social counseling services to the financial and industrial sectors in Turkey. Prof. Avcı supports his clients in the management of sustainability challenges. He has more than 30 years of expertise in understanding and managing environmental, occupational safety and health and social risks for clients in a wide range of industrial sectors. In the transportation sector, he provides independent consultancy on behalf of financial institutions to metro infrastructure projects within the Metropolitan Municipalities and high-speed train projects within the Ministry of Transport. At the same time, Prof. Avcı is a member of the Board of Directors of AVERE Turkish Electro Mobility Association and Boğaziçi University Climate Change and Policy Application and Research Center.
Department of Civil Engineering Faculty Member, Pamukkale University
Born in Denizli in 1968, Halim Ceylan graduated with an honors degree from the Department of Civil Engineering at Dokuz Eylül University Faculty of Engineering in 1990, receiving the title as a Civil Engineer. In 1994, after successfully passing the exam opened by the Council of Higher Education (YÖK), he was sent abroad with a state scholarship for postgraduate studies. In 1997, at Newcastle University in the United Kingdom, he obtained a Master's degree with a thesis titled "An Assessment of Maintenance Costs and Traffic on Motorways, Trunk, and Principal Roads." He then earned a Ph.D. in 2002 with a thesis titled "A Genetic Algorithm Approach to the Equilibrium Network Design Problem."
In 2002, he returned to Türkiye and received the titles of Assistant Professor in 2002, Associate Professor in 2005 and Professor in 2012.
Between 2004 and 2009, he led the project titled "Urban Traffic Management with Genetic Algorithm and Game Theory Approaches," supported by the Scientific and Technological Research Council of Türkiye (TÜBİTAK). Halim Ceylan focuses on ITS, Traffic Planning, Intelligent Traffic Control Systems, and Public Transportation Optimization.
He has articles published in nearly 30 internationally indexed journals, papaers presented over 100 national and international conferences, and authored a book chapter. His works have been cited by around 3000 international authors, placing him at the forefront of national and international scientific fields. His numerous publications and awards have solidified his academic and professional success.

Halim Yanikomeroglu received the BSc degree in electrical and electronics engineering (1990) from the Middle East Technical University, Ankara, Türkiye, and the MASc degree in electrical engineering (1992) and the PhD degree in electrical and computer engineering (1998) from the University of Toronto, Canada. Since 1998 he has been with the Department of Systems and Computer Engineering at Carleton University, Ottawa, Canada, where he is now a Chancellor’s Professor.
Dr. Yanikomeroglu’s research interests cover many aspects of wireless communications and networks, with a special emphasis on non-terrestrial networks (NTN) in the recent years. He has given 110+ invited seminars, keynotes, panel talks, and tutorials in the last five years. He has supervised or hosted over 160 postgraduate researchers in his lab at Carleton. Dr. Yanikomeroglu’s extensive collaborative research with industry resulted in 40 granted patents. Dr. Yanikomeroglu is a Fellow of the IEEE, the Engineering Institute of Canada (EIC), the Canadian Academy of Engineering (CAE), and the Asia-Pacific Artificial Intelligence Association (AAIA). He is a Distinguished Speaker for the IEEE Communications Society and the IEEE Vehicular Technology Society, and an Expert Panelist of the Council of Canadian Academies (CCA|CAC).
Dr. Yanikomeroglu is currently serving as the Chair of the Steering Committee of IEEE’s flagship wireless event, Wireless Communications and Networking Conference (WCNC). He is also a member of the IEEE ComSoc Governance Council, IEEE ComSoc GIMS, IEEE ComSoc Conference Council, and IEEE PIMRC and IEEE FNWF Steering Committees. He served as the General Chair and Technical Program Chair of several IEEE conferences. He has also served in the editorial boards of various IEEE periodicals.
Dr. Yanikomeroglu received several awards for his research, teaching, and service, including the IEEE ComSoc Satellite and Space Communications TC Recognition Award (2023), IEEE ComSoc Fred W. Ellersick Prize (2021), IEEE VTS Stuart Meyer Memorial Award (2020), and IEEE ComSoc Wireless Communications TC Recognition Award (2018). Dr. Arslan (IEEE Fellow, NAI Fellow, IEEE Distinguished Lecturer, Member of Turkish Academy of Science) received his BS degree from the Middle East Technical University (METU), Ankara, Türkiye in 1992; his MS and Ph.D. degrees were received respectively in 1994 and 1998 from Southern Methodist University (SMU), Dallas, TX. From January 1998 to August 2002, he was with the research group of Ericsson, where he was involved with several projects related to 2G and 3G wireless communication systems. Between August 2002 and August 2022, he was with the Electrical Engineering Department, at the University of South Florida, where he was a Professor. In December 2013, he joined Istanbul Medipol University to found the Engineering College, where he has been working as the Dean of the School of Engineering and Natural Sciences. In addition, he has worked as a part-time consultant for various companies and institutions including Anritsu Company, Savronik Inc., and The Scientific and Technological Research Council of Türkiye. Dr. Arslan served as the founding Chairman of The Board Of Directors of ULAK Communication Company, which is the Turkish telecom equipment provider. He was also a member of the Tubitak Scientific Board. Since May 2021, he is serving as a Member of the Board of Directors for Turkcell, the biggest cellular operator in Türkiye while also operating in Ukraine, Belarus, and Cyprus.
Dr. Arslan’s research interests are related to advanced signal processing techniques at the physical and medium access layers, with cross-layer design for networking adaptivity and Quality of Service (QoS) control. He is interested in many forms of wireless technologies including cellular radio, wireless PAN/LAN/MANs, fixed wireless access, aeronautical networks, underwater networks,in vivo networks, and wireless sensors networks. His current research interests are on 5G and beyond radio access technologies, physical layer security, interference management (avoidance, awareness, and cancellation), cognitive radio, small cells, UWB, multi-carrier wireless technologies, dynamic spectrum access, co-existence issues on heterogeneous networks, aeronautical (High Altitude Platform) communications,in vivo channel modeling and system design, and underwater acoustic communications. He has served as technical program committee chair, technical program committee member, session and symposium organizer, and workshop chair in several IEEE conferences. He is currently a member of the editorial board for the IEEE Surveys and Tutorials and the Sensors Journal. He has also served as a member of the editorial board for the IEEE Transactions on Communications, the IEEE Transactions on Cognitive Communications and Networking (TCCN), the Elsevier Physical Communication Journal, the Hindawi Journal of Electrical and Computer Engineering, and Wiley Wireless Communication and Mobile Computing Journal.
Dr. Arslan has made scholarly contributions in various arenas and his research has created 57 issued patents and more than 80 pending patents, 51 book chapters, 3 edited books and one text book, more than 200 peer-reviewed journal papers (mostly IEEE journals) and more than 260 peer-reviewed IEEE conference papers. His work in wireless communications has led to more than 20000 citations and to a Google scholar H-index of 57. His outstanding contributions in wireless communications was recognized by his peers by elevation to IEEE Fellow. Dr. Arslan’s research and patents on waveform design and cognitive radios for emerging and future generation of wireless communication systems (e.g., 5G and 6G) have attracted an exceptionally high level of interest from wireless companies, standards bodies, and his research peers. As a result of his innovative and creative research approaches, he was elected as Fellow of National Academy of Inventors. He is also selected as a full member of Turkish Academy of Sciences.
In addition to his research activities, Dr. Arslan has also contributed significantly to wireless communication education. He has integrated the outcomes of his research into education which lead him to develop several prestigious educational journal and conference papers. He also has developed a unique “Wireless Systems Laboratory” course (funded by the National Science Foundation and Agilent technologies) where he was able to teach not only the theory but also the practical aspects of wireless communication system with the most contemporary test and measurement equipment. Dr. Arslan has been honored with numerous teaching awards in recognition of his reputation among students as an effective teacher. He has graduated 27 PhD students and 24 MS students. His students received numerous awards and found employment in top universities and key industrial companies all over the world.

Eren Erdal Aksoy is an Associate Professor (Docent) at Halmstad University in Sweden and coordinates a Horizon Europe project ROADVIEW focusing on robust automated driving in extreme weather conditions. He received his Ph.D. degree in Computer Science from the University of Göttingen, Germany, in 2012. During his Ph.D. study, he invented the concept of Semantic Event Chains to encode, learn, and execute human manipulation actions in the context of robot imitation learning. His framework has been used as a technical perception-action interface for robots in many EU projects (e.g., IntellACT, Xperience, ACAT).
Before moving to Sweden, he spent 3 years as a postdoctoral research fellow at the Karlsruhe Institute of Technology. He has also worked as a visiting scholar at Volvo GTT and Zenseact AB in Sweden, investigating AI-based perception algorithms for autonomous vehicles. He serves as an Associate Editor in several high-ranking robotics journals and conferences (RA-L, IROS, Humanoids, etc.). His research interests include computer vision, AI, and cognitive robotics. He has been actively working on creating the semantic representation of visual experience to achieve an efficient scene understanding for autonomous systems such as robots and unmanned vehicles.

Dr. Ali Peker is one of the co-founders and the CEO of ADASTEC Corp. He has vast experience working as a Chief Executive Officer in the information technology and telecommunications industry. Dr. Ali has in-depth knowledge of Location-based Services, mobile applications, IoT, and autonomous vehicles. During the Konica Minolta merger in the world, he worked as Assistant General Manager in charge of Marketing and Sales in the companies representing these brands operating in the field of documentation technologies in our country, and worked as the Founding General Manager, Shareholder and Board Member of WinWin, which provides services with mobile payment system for the first time in the world in the corporate payment systems sector. With WinWin, he supported the establishment of the Global Payment system, which was the first mobile payment system providing bank and mobile phone independent services at that time. He established Istegelsin, which today operates as a door-to-door electronic market, as a multi-category e-commerce site and led the team that brought the brand to the 4th largest capacity among the e-commerce sites operating in Turkiye in two years. Dr Hasan GÖRGÜLÜ was born in Konya in 1974. He graduated from Selçuk University, Department of Civil Engineering in 1998.

Carrying out academic and scientific studies at the same time with his business life in the public sector, he completed his master's degree in Bahçeşehir University Institute of Science and Technology Urban Systems and Transportation Management Programme in 2012 with his thesis titled "Logistics Villages and Konya Application" and received the title of Master Engineer.
In 2021, he completed his doctorate education at KTO Karatay University, Institute of Social Sciences, Department of Business Administration with his thesis titled "A Mixed Integer Programming Model Proposal for Sustainable Logistics and Location Selection in Closed Loop Supply Chain" and received the title of Doctor Engineer.
He has board memberships in various NGOs and has been working as the Head of Konya Metropolitan Municipality, Department of Transport since 2019. He has conducted many studies with different disciplines and focuses on issues related to innovative approaches to mobility to accelerate the transition to livable urban areas. He was born in 1980 in Ankara. He graduated from Middle East Technical University, Department of Electrical and Electronics in 2003. In the same year, he started his PhD integrated programme as a research assistant at the University of Rochester Electrical and Computer Engineering Department. Tufan Yılmaz was born in 1987 in Bakırköy, Istanbul. After graduating from Uludağ University, Department of Electronic Engineering, Mr Yılmaz started his career as an embedded software engineer and worked in various positions such as hardware design team leader and R&D manager.
Yılmaz, who has been working on hardware and software solutions in the field of smart city and transport technologies for more than nine years, has been working as R&D manager at Intetra Technology and Information Services for five years. Nihan KARACAMEYDAN İNCEMEHMETOĞLU was born in 1982 in Çankırı. She completed his undergraduate and graduate studies at Selçuk University, Department of Geomatics Engineering, in 2005. Between 2005 and 2008, she worked in the private sector on remote sensing, image processing, geographical information systems and photogrammetric map production, creation of information infrastructures, algorithms and analysis.
Between 2008 and 2011, she worked as a project manager in the projects of different public institutions and private organizations in the private sector on the development, installation and operation of web-based automation systems based on geographic information systems. She received software project management training from the Project Management Institute in 2008. In 2011, she served as an engineer and then group leader in the establishment of the Information Systems and Communications Department at the Disaster and Emergency Management Presidency (AFAD). During this period at AFAD, she worked as the project manager and team leader of the Disaster Management Decision Support System (AYDES), remote sensing software, real-time image transfer, satellite communication, early warning systems, real-time monitoring of human movements, Information Receiving and Dissemination System projects.
She has made numerous contributions to national and international field studies, presentations, publications and activities related to these projects. She served as Head of AFAD Information Systems and Communications Department between January 2022 and July 2023. During this duty, she contributed to the modernization of the Decision Support System, developed with internal resources within AFAD, and ITIL and Agile integration. Commissioning of the early warning system (CMAS and siren notifications) throughout the country and JEMUS integrated uninterrupted and secure communication projects are among the important projects. Nihan KARACAMEYDAN İNCEMEHMETOĞLU, who continues to work as the Technology and R&D Director at PTT Technology as of July 2023, carries out the software and system integration projects within PTT Technology. She manages Türkiye's MAAS (Mobility as a Service) Platform technical team.

Mustafa AKTAŞ was born in Ankara in 1982. He graduated from Selçuk University, Department of Computer Engineering, with honors in 2004.
Between 2005 and 2010, he worked as a software engineer and team leader in international companies on public projects in the fields of Geographic Information Systems, Image Processing and Artificial Intelligence. He took part in the core team that developed the national Geographic Information System Software Infrastructure, which was used in the TAKBİS project for the first time in Turkey.
In 2010, he started working as a senior software engineer at TURKSAT. Between 2010 and 2015, he worked as a senior software engineer in e-Government projects. He took part in the core team that developed the national Electronic Document Management System (BELGENET), which is used in many public institutions in Turkey. In the BELGENET project, Cryptography, Asymmetric Encryption, Public Key Infrastructure, Electronic Signature, Mobile Signature, Electronic Correspondence Package, Registered Electronic Mail etc. developed and integrated important components of the electronic correspondence infrastructure.
Between 2015 and 2022, he worked as a Solution Architect at TURKSAT in many important e-Government Projects, especially Smart Solutions. As a Solution Architect, he carried out technical consultancy works such as developing technical solutions in public projects, ensuring that projects are manageable in terms of time, scope and cost. In 2018, he obtained PMP certificate.
In 2022, he was appointed as the Director of Geographic Information Systems at TURKSAT. He is responsible for the technical solution development and project management processes of Smart Solutions, Geographic Information Systems and Remote Sensing projects. Some of the important public projects carried out are Ministry of Transport and Infrastructure KGM Cooperative Intelligent Transportation Systems Project (C-ITS), Ministry of Environment, Urbanization and Climate Change Turkey National Geographic Information System Project (TUCBS / NSDI), Commercialization Activities of National GOKTURK-1 Satellite and Image Analysis Services.

He was born in Burdur in 1969. He started his career in 1994 at the Sivas Provincial Police Directorate and worked in the provinces of Sivas, Istanbul, Antalya and Erzincan, respectively. In 2015, he started to work in the Traffic Directorate of the General Directorate of Security, and took part in our traffic units, within the scope of European Union Lifelong Learning Programs, Multinational Vocational Training Projects, Pedestrian Priority and Safety Project in Antalya and projects aimed at raising awareness of traffic rules carried out by the National Agency within the framework of European Union Youth Programs. He coordinated the establishment and certification of the TSE-ISO-EN 9001-2000 Quality Management System at the Antalya Provincial Police Directorate.
Since 2015, he has been involved in the establishment of Average Speed Violation Detection Systems on Motorways and Highways and the execution of project processes that enable traffic inspections to be carried out electronically throughout the country. Currently, he continues to work in the Traffic Directorate of the General Directorate of Security, in the development and dissemination of Traffic Electronic Supervision Systems and in the reduction of traffic accidents by increasing their effectiveness in traffic inspections.
